Education is both a right and a duty which contributes essentially to the human aspect of man and the conscience of the citizen. Schools are primarily responsible for transmitting a European dimension to the idea of citizenship. But it is up to the European Union to inform the different educational institutions which steps they must take in order that all the European countries reach the same level of competence

Our proposal is as follows:
The right to education:

1. In every country of the EU the pupils are taught the basics of their own language, history and culture during the first 10 years of school. Everyone has the right to the same education, and access vocational training and the free choice to study in every country of the EU. 2. The first foreign language and the basics about other cultures are taught from the first year of primary school in all countries of the EU. |

3. Foreign students respect the cultures and religions of the community they are now members of, and vice-versa. Schools promote and favour initiatives that are meant to receive them, to safeguard their native languages and cultures. Schools carry out intercultural activities, but also foreign students learn the language of the country they have immigrated to. 4. More foreign languages and vocational subjects are offered to all students. Measures are taken to ensure students study subjects of their own choice (following their talents and interests), alongside compulsory subjects. |

5. School qualifications and training for jobs are mutually accepted as equal in all the countries of the EU. 6. Economics and politics are compulsory subjects in all schools of the EU so that every student understands how these work within the EU and the wider world. |

7. Intercultural relations are promoted between the schools of the EU, so that a better understanding of differences can be reached. Furthermore international schools are universalised and valued. |

8. Education is compulsory to the age of 16. It is also free for all people. Provisions are made for those who have special needs. Isolation of these students is not permitted, ensuring they remain within the normal environment. |

9. The
right to establish private schools is guaranteed. Private schools, when they
substitute state schools, require the approval of the state and are subject to
the statutes of the Member States. Private Schools however, must guarantee, a
level of education equivalent to that of public schools and equal conditions for
the teachers. Financial aid is ensured for the individuals who are in need, so
that they may continue their studies. |

10. Personal implication of the parents concerning their children's education (homework, absences etc) is required. To help parents to achieve this they too must be given guidance concerning their implication. |

To conclude, a reflection on the meaning of the word “right”. No one was able to define it better than Ghandi. His words entreat us to make a commitment to peace.
